A 46-year-old Bensalem man was arrested last month as the last remaining suspect (of three) in an August 2023 scheme to rip off a Morrisville Borough smoke shop that authorities were able to piece together using an array of investigative tools.
Omarah Williams is being held on felony counts of theft, conspiracy, and related offenses in connection to ripping off Smart Choice Tobacco located at 2 S. Delmorr Ave.
The suspects allegedly setup the scheme over text messages, according to the probable cause, in which Williams allegedly pointed a firearm at the clerk (a co-conspirator) before fleeing with just under $5,500 in cash and cigarettes, said police.
The clerk in question, Angel Leon, 30, of Bristol, was arrested on Feb 5, 2024 by Bucks County Detectives and Cpl. Lew Halas of the Morrisville Police Department after a lengthy investigation. David Moeller, 49, also of Bristol, the alleged driver in the caper, was taken into custody by authorities the same day as Leon, according to online court records.
According to the probable cause, on Thursday, August 3, 2023, Morrisville police passed a light-colored Jeep Cherokee parked midblock on the 100 block of Chambers Street. In the driver’s seat was a white or light-skinned male with a bald head and a beard, police said.

At the time the vehicle was parked, the police knew an investigation was going on nearby. Police radio alerted the officer Cpl Lew Halas to a theft at the tobacco shop within minutes of passing the vehicle, police wrote in court documents.
Halas responded to Smart Choice and spoke to the clerk, who described the man as wearing a blue jumpsuit and had just fled.
Having viewed the store’s surveillance video, it was observed that a male, later identified as Williams entered the store at approximately 8:12 a.m. He produced a firearm from his backpack, held it in his left hand, then walked behind the counter and immediately removed coin rolls. Immediately after approaching the suspect, the clerk reached for the man’s left arm. He then knelt and rolled backwards into a sitting position while the suspect pointed a firearm at him, according to the affidavit.
Williams allegedly opened the cash register and began removing currency when a customer entered the store at approximately 8:13 a.m. The employee stayed seated on the ground while Williams ducked behind the counter. When the customer approached the counter, he noticed the clerk, who did not move or indicate a “robbery” was in progress. Around 8:14 a.m., the customer apparently noticed the suspect and left, as shown on surveillance, police said.
Immediately after the customer left, as seen in the video recording police said, Williams allegedly grabbed a cigar box, containing approximately three days’ worth of deposits, from under the register. He placed it in his backpack without opening it. Only the clerk and the store owner knew where the box was located. Williams then reached over to the clerk and grabbed a carton of Newports. With his back turned towards the clerk, Williams placed the cigarettes in his backpack. At approximately 8:15 a.m., Williams left the store and walked to the Cherokee on Chambers Street, investigators wrote in court papers.

Responding officers obtained surveillance videos from nearby businesses and residences. As seen in the video, police said, the Smart Choice employee, (Leon,) is driving a Pennsylvania-registered light-colored Volvo station wagon. Vehicle registration refers to a Winder Drive address in Bristol Township. In the 100 block of Delmorr Avenue, about one block from the store, the vehicle is parked next to a storage facility. The light-colored Jeep Cherokee, which was observed on Chambers Street by Halas before the police alert, passed the clerk’s vehicle at an extremely low speed, then turned left onto Chambers Street. As soon as the Cherokee passed, the other vehicle continued down Delmorr and parked at the store at approximately 8:07 a.m., police wrote in the probable cause affidavit.
Surveillance footage recorded by Bridge Commission cameras captured the same Cherokee turning south onto Route 1 from Pennsylvania Ave. at 8:18 a.m. According to the video, the Cherokee bears a Pennsylvania registration that belonged to Moeller, of Steele Avenue in Bristol. According to the OLN, he was a bald white male with a beard, said police.
Both vehicles were detected by License Plate Readers (“LPRs”) at 7:52 a.m. on Bristol Pike and Green Lane. As of 7:55 a.m., both vehicles were located on Bristol Pike and Levittown Parkway. Google Maps says it takes approximately nine minutes to travel to S. Delmorr Avenue from Bristol Pike and Levittown Parkway, authorities said in the affidavit.
A search warrant was executed on Leon’s cell phone records, which showed that his phone received an incoming call at 7:02 a.m. on the day of the theft. The cell site serves the device near Routes 413 and Old 13 in Bristol Township. Police said, as a result of research conducted by Hawk Analytics, a phone number was revealed used by Moeller of Bristol. He is the same owner of the Jeep Cherokee parked on Chambers Street, according to the probable cause.
Based on open source intelligence, both Moeller and Leon had Facebook accounts and are “friends” on the social media app, police said.
On the morning of the allegedly planned heist, Leon and Moeller exchanged text messages from 7:30 to 8:12 a.m. The vague conversation showed Moeller asking “what time he was to come” and Leon replied “now.” However, Moeller informed Leon “cops were rolling by.” At 8:12 a.m., Leon received a notification that an unnamed individual (allegedly Williams) was heading for him, as shown in the criminal complaint.
Leon’s and Moeller’s cellular devices exchanged 18 voice and text messages on the day of the swindle. From July 1, 2023 through August 16, 2023, 184 voice and text events occurred between Leon’s and Moeller’s cellular devices, police said in the affidavit.
Through sources known to investigators, whose identities are withheld for their safety, police learned that Leon and Moeller conspired with Williams to rip off Smart Choice, said police.
All three suspects were charged with felony counts of theft , conspiracy to commit theft, receiving stolen property and conspiracy to receive stolen property, misdemeanors of false reporting to police and theft related charges.
Williams, the last of the trio to be arrested, was arraigned by Magisterial District Judge Corryn L. Kronnagel. His bail is now 10 percent of $150,000f bail and he was remanded to BCCF. He has an April court appearance date. He is represented by court-appointed counsel Timothy J. Barton, Esq., Doylestown, according to court records
Leon was remanded to Bucks County Correctional Facility (BCCF) after failing to post 10% of $250,000.00 bail. He is currently awaiting a pre-trial hearing that will take place on June 5, 2025. He is represented by Paul Gregory Lang of Parlow & Lang LLC in Bensalem, according to court records.
Moeller is out and about after posting 10% of $100,000 bail. Having waived his preliminary hearing and formal arraignment, he now awaits trial, originally scheduled for June 26. He is represented by private court-appointed counsel Keith J. Williams of Doylestown, court records show.
