A 60-year-old Humeville man created several fake online identities pretending to be a teenage boy so he could lure underage girls into sending him sexually inappropriate videos which he then shared on other social media platforms.
Mark Wills, an alleged online predator captured in West Virginia by the U.S. Marshal’s office last week, is being extradited to Bucks County to face charges of manufacturing and disseminating child sexual abuse materials. He is awaiting extradition and being held without bond.
Bucks County Detectives filed an arrest warrant for Wills on Feb 6.
This investigation by County Detectives and the Warrington Township Police Department led to the discovery of at least four victims in the United States and Canada, but recovered evidence indicating there are likely several more victims. “We have seen at alarming rates individuals like this preying upon our children online, and it’s thanks to the men and women behind me and their counterparts that we are able to apprehend and prosecute individuals like this,” District Attorney Jennifer Schorn said earlier today.
Bucks County Detectives initiated the investigation in December after receiving two CyberTips from the National Center for Missing & Exploited children (NCMEC). The first CyberTip indicated that an user on the messaging application Kik was sharing multiple files containing child sexual abuse material (CSAM) between Nov. 10, 2024 and Nov. 18, 2024. The investigation found that the user shared six unique video files containing child sexual abuse material. The second CyberTip reported that a Snapchat user shared obscene files on Aug. 4.
The Kik social media platform provided information that included the user’s email and username. Through their investigation, Bucks County detectives were able to connect the user to an IP address assigned to a home at 310 Main Street, Hulmeville. Records indicate that Wills lives there.
The investigation also found that the Kik user sent messages through the app, making obscene comments about the girls in the video and what he can have them do. The user’s account included several selfie-style images of a shirtless adult man with salt-and-pepper hair. The selfie image was visibly consistent with the driver’s license image of Wills.
On Jan. 24, police executed a search warrant at Wills home in Hulmeville, seizing numerous electronic devices, including four cellphones, a computer and three USB drives.
Detectives also seized handwritten documents that included a list of online accounts and identities of male subjects with their dates of birth, email addresses, passwords and in some instances, the date and time they were created.
The handwritten documents also contained instructions on how to delete Google and Snapchat accounts, as well as applications such as Kik, TikTok, Snapchat, Quora, Calculator Vault and A-Z screen recorder.
The documents also included the names or usernames of several online accounts which indicated the users were females under the age of 18. The documents provided notes on any past interaction Wills had with the underage females.
A forensic extraction of the seized electronics linked Wills to the online identities listed in the handwritten documents. Additionally, the forensic extraction led to the discovery of several hundred screen recordings which contained hours of videos showing Wills interacting online with several apparent underage females. The first video was created on June 16, 2024, and the most recent videos were in January.
In these videos, Wills would engage in chat and video conversations with the underage females and direct them to undress and perform sex acts.
On Feb. 4, detectives were able to verify the identity of one of the females depicted in the screen recordings and confirmed she was only 13 years old. In the video, which also captured audio, the girl was naked and was seen performing a sex act.
Since the filing of an arrest warrant last week, other underage females captured in the screen recordings have been identified, but there are several others yet to be identified. Law enforcement anticipates filing additional charges/counts as the identities of these children become known.
