Yardley Man Indicted on Child Sexual Exploitation Charges by Feds

A 29 year-old Yardley man who has accused of the solicitation and possession of child sexual abuse material, by the Bucks County District Attorney’s Office is now facing federal charges, authorities say.

United States Attorney David Metcalf announced that Charles Dingman,, of Yardley, has been arrested and charged by indictment with use of an interstate commerce facility to entice a minor, and attempt to entice a minor, to engage in sexual conduct; manufacture and attempted manufacture of child pornography; and possession of child pornography.

The indictment alleges that, from approximately June 2025 to October 2025, Dingman used the internet to sexually exploit a minor, persuading the child to engage in sexually explicit conduct for the purpose of producing a visual depiction of that conduct.

Dingman, according to the indictment, possessed child pornography on or about January 29, 2026.

Dingman, if convicted, faces a maximum possible sentence of life imprisonment with a mandatory minimum term of 15 years in prison, federal prosecutors say.

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims. Dingman who worked for the Council Rock School District as a elementary school instructional assistant was arrested and charged by Bucks County detectives in January for similar offenses.

That investigation, according to Bucks County authorities was initiated on January 16, 2026, after Detectives with the District Attorney’s Office received three CyberTips from the National Center for Missing & Exploited Children (NCMEC). These tips detailed activity on Snapchat and Twitch where a user, later identified as Dingman, solicited explicit material from minors.

Dingman is in custody. The government sought pretrial detention, and the judge granted the motion at a hearing Thursday, a spokeswoman for the U.S. Attorney’s office told Lower Bucks Source.
