A man already accused of sexually assaulting a 10-year-old essentially volunteered to make what he is confronting far worse for himself, the victim, his family and is back in jail.
Luis Rosa was arrested and jailed in September for the alleged sexual assault of a girl who resides in the Lower Bucks County area.
Rosa was remanded to Bucks County Prison as a result of the charges. During his time at the prison -which spanned about 10 days- before he posted bond, Rosa made multiple phone calls to a concerned family member (CFM).
Prior to every phone call from the jail an automated message advises inmates phone calls are recorded and monitored.
Rosa, during three separate calls, police allege, makes multiple remarks that would suggest intent to intimidate the victim of the original charges
Rosa told the CFM, “I have to get out… before the court date… that’s the thing. I have to get out before the court date.. Cause they’re gonna try to make the victim go to court.” Rosa also stated in the call, “If she-she doesnt take back, then it’ll be worse for me.”
During a second call, Rosa again speaking to the CFM, said, “there is life and death at the tip of the tongue. Yeah (the victim) holds that power right now. Its all it comes down to, she holds that power.” Rosa suggested to the same person how the victim would have to speak to investigators to tell them “I’m sorry, I said it out of anger”. Rosa also said the victim should consider “… how rough life is right now without me not there.”
On a third call, a male apparently, Rosa’s father, discusses bail with him. He says to the accused, “Because you’re going to have to go to-you’re going to have to go to court. Unless the-she convinces the girl and she says she-that she lied. You know what I mean?” The suspect replies “I know. That’s what I told her.”
The man says “Uh-huh. She has to convince her. Listen, your dad’s in jail all because of you.”
Rosa, who moved out of the area after his September arrest, was charged with one felony count of witness/victim intimidation on October 3o and jailed by District Judge Charles D. Jonas who set bail at 10 percent of $250,000.00. Rosa is scheduled to appear in District Court on Dec 5 to answer to the charges in both cases. Rosa’s attorney of record Daniel Jason, Schatz, Esq. of Schatz & Stancu LLP did not immediately respond to a request for comment Thursday evening.
