21 Year-Old Philadelphia Man Charged with Attempted Murder in Gibson Rd Shooting in Bensalem

A 21 year-old Philadelphia man has been charged with attempted murder and related offenses by Bensalem authorities.

Travis Fleck was arraigned by on-call judge Terrence Hughes on one count of attempted murder, two counts of aggravated assault, reckless endangerment, carrying an unlicensed firearm and related offenses.

According to Bensalem Police, on Thursday Jan 8 at 12:44 a.m. officers responded to a 9-1-1 call reporting a shooting at the Top of the Ridge Trailer Park on Gibson Road. Upon arrival, officers located an adult male suffering from a gunshot wound to his left arm and bleeding heavily. Officers immediately rendered life-saving first aid by applying a tourniquet to control the bleeding. The victim was transported to Jefferson Torresdale Hospital in critical condition and was subsequently released.
>
The investigation, police say, determined the shooting stemmed from an argument between the victim, who was on foot, and occupants of a red four-door sedan. During a physical altercation between the victim and the vehicle’s driver, a rear passenger fired two shots;  one struck the victim, while the second struck a nearby mobile home.

Bensalem authorities on Friday, obtained surveillance footage from nearby residences and utilized police department intersection cameras to track the suspect vehicle as it fled the township.  The vehicle was also captured by a License Plate Reader (LPR), which led investigators to the registered owner’s residence in Levittown.

Further investigation identified Fleck, of the 6700 block of Woodenbridge Road, Philadelphia, as a person of interest, police said in court papers.

Bensalem detectives located and interviewed Fleck, who admitted, according to police, to firing two rounds during the incident and acknowledged he doesn’t possess a valid permit to carry a concealed firearm.

Fleck, according to police, consented to a search of his residence, where detectives recovered four firearms, including a 9mm “ghost gun” that was determined to be the firearm used in the shooting.

An arrest warrant was obtained, and Fleck turned himself in to Bensalem Police last night.

Judge  Hughes remanded Fleck to the Bucks County Correctional Facility after bail was set at 10% of $1 million. He is due back in court to appear before  District Judge Michael W.  Gallagher on January 27. Fleck has no attorney of record as of publication time.

The victim was transported to St. Mary’s Medical Center for a Sexual Assault Nurse Examiner (SANE) exam, police said.

According to court records, on November 30, 2025, at approximately 6:00 p.m., Kevin Mendez-Ramon texted the victim and asked whether she was free to hang out. The victim agreed to meet with Mendez-Ramon. Once at the apartment, the victim and Mendez-Ramon watched a movie. Suddenly and without warning, Mendez-Ramon physically got on top of the victim, she told police. While holding her down, he forcibly removed her pants.

The victim, according to the probable cause,  repeatedly told Mendez-Ramon to stop and attempted to push him off of her.  As the victim continued to yell at Mendez-Ramon to stop and yell “no” at him, he removed his pants and forcibly penetrated the victim as she attempted to push him off.

Throughout the entire assault, the victim was screaming and hoping that Mendez-Ramon’s roommates would hear her yelling, police said.

The rape and assault continued until the victim was finally allowed to get up by Mendez-Ramon, police said.

After the rape, Mendez-Ramon made statements to the victim that the rape sexually aroused him and that he prefers sex when it is non-consensual, according to police.

On December 12, 2025, the victim and Mendez-Ramon messaged about the incident via Instagram, police said.During this conversation, Mendez-Ramon acknowledged that he raped her, despite her yelling for him to stop and saying ‘no.,’ Bensalem authorities said in a press release.

Mendez-Ramon apologized to the victim for his actions, police said.

He later confessed to Bensalem Detectives.

An arrest warrant was issued Mendez-Ramon, 23, 3131 Knights Road, Bensalem, charging him with rape, sexual assault, aggravated indecent assault, and indecent assault, according to court records.

On Thursday, December 18, 2025, Bensalem Police Detectives and members of the Special Investigations Unit took Mendez-Ramon into custody at his residence without incident, authorities said.

District Justice Joseph Falcone arraigned Mendez-Ramon, and he was remanded to the Bucks County Correctional Facility. Bail was set at 10% of $50,000,000.  Mendez-Ramon is from Ecuador and illegally entered the United States.
