Cops: Philly Man Arrested on Delaware C. Theft Warrant Up’s the Ante, Fights with Police

A 38 year -old  Philadelphia  man with a active retail theft warrant out of Delaware County was taken into custody by Bensalem Police last week made the choice of  resisting and  putting up a fight, with a  Sargent’ during processing, earning himself a new set of charges including aggravated assault of a police officer. 

On Wednesday, Nov. 19 2025 at approximately 3:39 p.m., two Bensalem Township Police officers responded to their headquarters at 2400 Byberry Road for an officer assist. Upon arrival, the officers made contact with a Sgt., who had a cut to his left hand which was bleeding, according to police. 

Upon investigation, one officer determined that the Sgt was attempting to take a defendant identified as Kowan Richardson into custody for a retail theft warrant when Richardson began to resist inside the lobby of police headquarters.

The Sgt  informed officers that Richardson was under arrest for an active retail theft warrant from the Nether Providence Police Department.. Richardson dropped to his knees and began to passively resist as the Sgt and other officers attempted to place the alleged thief  into custody.  Officers handcuffed Richardson and attempted to proceed to the processing area  Richardson began to kick and block the lobby exit to prevent going to the processing area. Officers took Richardson to the ground outside the lobby, the probable cause says. 

During the struggle, Richardson allegedly scratched the Sgt. causing a cut to his left hand, court papers show.

Richardson, in a continuing effort to have more charges filed against him, attempted to scratch and bite officers several times, according to police, and for good measure  he continued his assault by spitting at officers, as they awaited the arrival of a patrol wagon.

Richardson was transported by Squad 186 to Lower Bucks Hospital for a complaint of back pain and was cleared by doctors for incarceration.

He was charged with a single count of felony aggravated assault with misdemeanor counts of resisting arrest, simple assault, and disorderly conduct.  

On -call Judge Regina Armitage arraigned Richardson and set bail at 10 percent of $10,000.00 and he is now  confined at Bucks County Correctional Facility currently with a court date  set for December 9.
