Law Enforcement Strike Force Takes Philly Dealers Down

The Bucks County District Attorney’s office announced on Friday two drug dealers were jailed and more than 5,000 bags of alleged heroin were taken off the streets after a joint investigation Bucks County Detectives Drug Strike Force together with state, local and federal partners.

Winston Frias-Moya, 31, and Adalberto Villalona, 43, both of Philadelphia, were charged Wednesday morning with possession with intent to deliver heroin, dealing in proceeds of unlawful activities, criminal conspiracy and other counts related to the possession and sale of narcotics.

The suspects were arraigned before District Judge Mark D. Douple and both remain jailed at the Bucks County Correctional Facility.

Frias-Moya is being held in lieu of bail set at 10 percent of $1,000,000. Villalona’s bail was set at 10 percent of $750,000.

Investigators in February conducted two controlled purchases of suspected heroin/fentanyl from Frias-Moya and Villalona in the area of Street Road in Bensalem Township, according to the criminal complaint.

The pair delivered 101 “bricks” – 25 on one occasion and 76 on another – totaling 5,050 bags of suspected heroin in exchange for more than $13,000, court documents show.

A field test of the alleged heroin from the first purchase returned positive results for the highly addictive drug. 

All of the suspected drugs were seized and will be subject to laboratory analysis, officials said.

This case was investigated by the Bucks County Detectives Drug Strike Force in conjunction with their HIDTA partners at Homeland Security Investigations with assistance from Pennsylvania State Police and the Bensalem Township Police Department. Deputy District Attorney Thomas C. Gannon is assigned to prosecution.

Both men are scheduled to appear in front of Justice Joseph P. Falcone on March 24 to answer to their charges.
