Investigators viewed the file (s) stemming from the cybertip . The CSAM consisted of one (1) unique image file, uploaded to the user’s Amazon Photos account. The file is described as follows:
An image file uploaded depicts a naked brunette pubescent female lying on her right side. Her breasts are visible in the image. Next to the female child, in the foreground, is an erect naked male of unknown age, the probable cause alleges.
Investigators next confirmed the registered IP address was found to assigned to a T-Mobile account connected to cell phone number (267) 287-**** through law enforcement resources identified the carrier for the phone number to be T-Mobile, also with the account holder identified to be Williams and his home address.
Detetives subsequently backgrounded Williams through state driver records and a Pennsylvania driver’s license was located for Williams, with his date of birth. The records also provided descriptive information about William and confirmed the address associated with this license was 45 Goldengate Road, Levittown, is the same address the CSAM downloads originated from.
Investigators received Yahoo records pursuant to an administrative subpoena identified the subscriber, recovery email and recovery phone number for the email address matt*********@yahoo.com. The subscriber was identified Williams; same cell number, recovery email account.
According to the probable cause, the recovery phone number, (267) 287-, for the Williams @yahoo.com account is the same phone number provided in the CyberTip.

T-Mobile subscriber records for both phone number and the IP address identified in the cybertip are connected to Williams. The device associated with this account was a Samsung Galaxy S10+, model SM-G975U. This device is consistent with the device associated with Williams’ Google account, according to court records.
Additional Verizon subscriber records and Amazon subscriber records identified Williams as the account holder, investigators said in court records.
Additionally, the Amazon production included digital images uploaded to the Amazon Photon account associated with Williams’ account. These photons were within nested electronic folders. The outer folder was titled, “SM-G975U/”. This is the model number of the Samsung device associated with his Google account, court records show.
Within the “SM-G975U” folder there were subfolders. The downloads subfolder contained seventeen (17) image files. Of these files, two depicted the same female child from the cybertip . One image displayed a naked child, looking at the camera, with an erect male in the foreground. The other image was of the same child in the same pose, but with the male digitally removed from the photo. Other image files in this folder appeared to have images depicting females whose clothes were removed using an artificial intelligence (AI) tool or applications, detectives said.

Several of the files located within the Williams’ Amazon Photos account production resembled younger images of Williams stepdaughter. The images, in which the female pictured is under the age of eighteen. She is nude and performing sexual acts. The male inserted into these computer-generated files is consistent with images of Williams also located within the Amazon production, court records show.
Numerous electronic devices, including Samsung cellular phones, were seized during the search warrant execution.
The analysis of these devices is pending, authorities said.
Williams’ wife was interviewed by detectives and she confirmed the female in the aforementioned images to be a under aged feamal family member, who was also interviewed by law enforcement and identified herself in an image presented to ber.
Investigators, in the probable cause, noted in the background of one of the images, a bookshelf, was located in the home during the execution of the search warrant.
