Morrisville Woman Accused of Animal Cruelty Had Summary Violations for Neglect filed Against Her in 2023

The Morrisville Borough woman accused of starving and abandoning two dogs in a borough apartment she once resided in had similar offenses filed against her in 2023, according to online publicly available records.

Two summary citations were filed against Jaylah Hayes by Bucks County SPCA authorities in June of 2023 for neglect.  The case record shows the tickets were mailed to a Trevose area residence but were marked “unclaimed” two months later. The citation cases remain listed as “inactive” in the Unified Judicial System of Pennsylvania. Hayes remains free in the community somewhere, either oblivious to the  accusations of cruelty and starvation made against her by authorities.

Meanwhile Bucks County SPCA Spokeswoman Cindy Kelly said, Wednesday, the two dogs removed from Hayes’ abandoned third floor filth riddled apartment are recovering at their shelter in Quakertown.

“…they are doing well in our care. Both dogs continue to receive medical attention under the direction of our shelter veterinarians. The young tan and white dog was especially underweight and it will take some time to bring her up to a healthy weight. We are thankful they were discovered and that they are no longer suffering from hunger and thirst,” she said.

Kelly said in response to a request for pictures of the mother and daughter canines, none were currently available but invited the publication to circle back at a later date, as the dogs continue to regain health and vitality, to with her again. 1
