Philly Mom Charged with Child Endangerment, DUI Cops say

A Philadelphia woman has been charged with multiple counts of child endangerment, DUI and reckless endangerment connected to an incident that happened in March, according to Bensalem Township Police. 

Police were dispatched to the area of Walmart on Horizon Boulevard for a well being check, around 9;45 p.m on March 7.  The dispatch information, according to court documents, reported a woman had just gotten into a silver color sedan with three children who were not properly secured in safety seats and was possibly intoxicated.

Police performed a traffic stop after observing “suspicious driver mannerisms” and that three children that were not properly secured in the vehicle near McDonalds on Horizon Blvd court records show.

Authorities noted in court records that only one of the three children in the vehicle was in a child safety seat but the straps were not fastened properly rendering it “inadequate,” while they interviewed the driver, identified as 38 year-old Tori Luchsinger.

Authorities noted she was noticeably impaired as she had difficulty locating her identification police allege, although  police could see her state identification in plain view.

Luchsinger performed a standardized level of the impairment field  test which, according to police, had to be stopped due to safety concerns about her falling. She was subsequently placed into custody with the children turned over to an adult friend.

Police searched Luchsinger’s personal possession locating three suboxone strips which are considered a controlled substance in the sate of Pennsylvania.

Luchsinger was taken to police headquarters where a two vials of blood was drawn which trough chemical analysis confirmed the presence of klonopin, and buprenorphine, according to court documents. 

According to online court documents, Luchsinge’s was released on unsecured bail, scheduled to appear for a preliminary hearing on June 25 in Bensalem District Court. 

Approximately two weeks later, Bristol Township Police charged her with a DUI  offense in an unconnected matter.
