Bristol Man Arrested, Charged for Ninth Time was Having Oral Sex in Park

A Bristol man without a fixed address and love of alcohol no matter the consequence, was arrested and jailed early Thursday, his ninth police contact since the beginning of June, this time however he was engages in oral sex in Lions Park, according to the criminal complaint.
Mark J Kornstedt, 55 was arrested and charged for indecent exposure and two summary offenses of public drunkenness and disorderly conduct Thursday.
He was arraigned and jailed early Thursday morning by On-Call Justice Jan Vislosky on 10 percent, $50,000 bail.
According to the probable cause Borough Police were dispatched to Lions Park just before 7 p,m Wednesday night for a man “receiving oral sex in public.”
Kornstedt was located with his pants down and zipper open and told police he was trying to get his “d**k sucked.” the probable cause says.
Officer Thomas Habgood wrote in court documents he found an open bottle of vodka next to Kornstedt, he smelled of alcohol, and had blood shot eyes and slurred speech.
Prior to his Thursday arrest and jailing, Kornstedt was, according to Bristol Borough Police, involved in nine contacts with police officers since the beginning of June. Almost all of the incidents, noted either in police reports made public, or court records,the incidents are alcohol related.
On June 22 10:10 p.m., Kornstedt, was arrested for public intoxication on the 100 block of Cedar Street.
On June 25 at 7:45 p.m., on Farragut Ave., Mark Kornstedt,was cited for disorderly conduct and public intoxication.
On July 1 at 11:55 a.m., Mill Street Parking Lot, Kornstedt, was arrested for disorderly conduct and public intoxication.
On July 9 at 7:00 p.m., 200 block Radcliffe St., Kornstedt, was cited for disorderly practices and public intoxication.
On July 23 at 4:00 p.m., 100 block Mill St., Kornstedt, was arrested for disorderly conduct and public intoxication.
On July 25 at 8:46 p.m., 205 Pond St., Kornstedt, was arrested for disorderly conduct.
On August 3 at 7:42 p.m., Otter St., Kornstedt, was arrested for disorderly conduct, resisting arrest and public intoxication.
The Bristol man pleaded guilty earlier this month to a disorderly conduct offense committed on June 2, and for a public drunkenness summary offense filed on June 22.
Kornstedt agreed to payment plans for the summary offense fines totaling more than $440.00
There is also a Protection from Abuse order filed against Kornstedt, by a family member according to Police.
Kornstedt used to live on Wood Street in Bristol, however, he is listed without a home address dating back to 2021.
Bristol Borough Police, in recent months have been focusing on “quality of life” issues. Vice President of Council Betty Rodriguez along with council members Lorraine Cullen and Greg Pezza have advocated for a quality of life focus by the Police, especially since the Borough has become a hot spot for events in recent months.
It should be noted the offenses Kornstedt has admitted to and allegedly has committed are not the type of crimes one is usually jailed for. It is however, noteworthy, he did plead guilty in May to two counts of misdemeanor disorderly conduct and was sentenced to one year of probation with no alcohol consumption and was ordered to create a relapse prevention plan.
As pointed out earlier, he’s had nine arrests since June of this year.
Alcohol use is not a crime.
One thing is clear though, quality of life or not, when alcohol and Kornstedt get together its very likely handcuffs will be involved.
He is scheduled to appear for a preliminary hearing for the indecent exposure case on September 28, in Bristol Borough District Court.
