A Levittown couple in the midst of a heated argument decided to involve 911 in the verbal altercation by making repeated calls to the emergency number in which each accused the other of assault and other domestic-related crimes earlier this month.
According to the probable cause affidavit, on May 9, 2025, Rachel Cheesman, 60, and Frank Howell, 58, called 911 numerous times beginning at 5:22 p.m. on May 8 and ending on May 9, at 1:29 p.m.
As part of the investigation, police retrieved call logs from the Bucks County Radio Room showing both parties’ calls to “911,” according to court records.
The following calls, according to 911, were made on May 8:
- Howell – 5:22 p.m. – Called stating that Cheesman was drunk and calling him names
- Cheesman – 5:58 p.m. – Called in stating there was a verbal domestic between her and Howell
- Cheesman – 6:57 p.m. – Called to see if Howell had called 911 and stated that Howell was drinking and driving.
- Cheesman – 7:13 p.m. – Called stating that she wanted Howell’s vehicle to be on alert.
- Cheesman – 7:57 p.m. – Called in yelling due to officers passing Howell’s vehicle and not stopping
- Cheesman – 8:09 p.m. – Called stating that Howell came home and a domestic occurred but stated that she did not want an officer to come out to the residence.
- Howell – 8:26 p.m. – Called stating there was a verbal domestic between him and Cheesman and Cheesman was intoxicated.
- Howell – 8:59 p.m. – Called stating that Cheesman would not stop screaming.
- Howell – 9:07 p.m. – Called stating there was a verbal domestic between him and Cheesman but advised that he did not want police to respond right now.
- Howell – 9:10 p.m. – Called stating there was a verbal domestic between him and Cheesman.
- Cheesman – 9:19 p.m. – Called stating that officers are threatening her and Howell is abusing her but stated that she did not want an officer to come to the residence.
The following calls, according to 911 records, were made on May 9:
- Cheesman – 12:30 a.m. – Called stating there was a verbal domestic between her and Howell.
- Howell – 12:32 a.m. – No voice 911 call from Howell’s phone number.
- Cheesman – 12:44 a.m. – Called stating there was a physical domestic in progress between the two. Officers went out to the residence and determined that Cheesman was not injured.
- Howell – 12:46 a.m. – Called stating there was a verbal domestic between him and Cheesman and they were both intoxicated.
- Cheesman -4:03 ho a.m. – Called stating that she had a broken toe and other injuries and further stated that Howell went to a hotel that he was banned from and he was now back in the living room of the residence.
- Howell – 4:10 a.m. – Called stating that Cheesman was at the residence and wanted her removed.
- Cheesman – 4:44 a.m. – Called stating that she was still waiting for officers to arrive.
- Cheesman – 5:30 a.m. – Called stating there was a domestic in progress between her and Howell.
- Cheesman – 6:13 a.m. – Called stating that Howell is driving and police need to come and get him.
- Howell – 9:40 a.m. – Called stating that Cheesman was drunk and yelling at him and out the windows of the residence.
- Cheesman – 9:45 a.m. – No voice 911 call from Cheesman phone number.
- Howell – 1:29 p.m. – Called stating that Cheesman was yelling at him and he wanted her removed.
The majority of these calls were attributed to an ongoing argument between Cheesman and Howell, in which police could not assist, telling them to separate from each other, court records show.
Cheesman and Howell were each charged with one summary charge of abuse of the 911 system. Judge Terrence Hughes is scheduled to hear both cases on June 24 in Levittown District Court.
