Philly Man Charged for Stealing Copper, Machine Parts from All Seasons Marina, Neshaminy State Park

Know the saying he went to the well one too many times?

Michael Dale Reinhart, 41, of Philadelphia did just that—except it wasn’t a well he went to, but rather All Seasons Marina in Croydon, and the property of Neshaminy State Park, according to authorities.

A ranger from the Department of Conservation and Natural Resources (DCNR) received a call from All Seasons Marina that there was footage of a man taking items from their dumpster, and that they had written down the license plate of the vehicle he was driving, says the criminal complaint.

The DCNR ranger reviewed the footage, and upon returning to the main park, he was met by a maintenance supervisor who informed him of a theft from a generator that was being rented by the park and stored at the marina, which allegedly occurred in the past week.

Investigators contacted the marina and asked them to check video surveillance for any other recent thefts on the premises. Shortly thereafter, footage was discovered showing the alleged generator theft, as well as thefts from two of their machines

Officials reviewed the footage and sent it to the investigating rangers at Neshaminy State Park in Croydon.

Rangers received an email that provided additional footage and stills from August 22 to August 24, court records show.  From the footage, investigators were able to establish that the unidentified suspect was entering the marina nightly, riding a bicycle with fishing gear in tow. .

An attempt was made to identify the suspect by performing an overnight detail at the marina on back-to-back nights in late August but to no avail, police said. 

Meanwhile rangers received quotes for the damages from All Seasons Marina and state park officials which were respectively $1300 and approximately $2400, the probable cause alleges.

Investigating rangers decided to make another attempt at identifying and apprehending the suspect with one more late night detail at the Marina, court records show.  

On August 31 at 9 p.m. rangers began a detail at the marina.  At around 3 a.m. rangers believed they saw the suspect enter the marina but lost sight of him.

At around 4 a.m., according to the probable cause, a ranger spotted the suspect and alerted the second ranger on the detail the suspect was heading in his direction. The ranger approached the suspect as he neared the Marina gate.  

The suspect was asked to show his fishing license as he was carrying fishing gear and the marina was closed at sunset to anyone not lawfully fishing or boating.

The suspect, according to court records informed the responding ranger  he did not have a fishing license nor did he have state identification with him.  The ranger requested his name and date of birth to run through a data check.

Meanwhile, the other ranger on duty arrived and watched the defendant as the data check was run on state records.

The data confirmed that the suspect’s name was Reinhart, who also had arrest warrants filed against him, authorities said. 

Rangers confirmed it was Reinhart, matching him to the photograph from the security footage, according to the criminal complaint

Reinhart was placed under arrest on three felony theft counts, and summary offenses of  fishing without a license and defiant trespass. 

He was arraigned by on-call District Judge Joanne Kline on September 1. Kline set bail at 10 percent of $5000.00. Since Reinhart already had two outstanding arrests warrants from other jurisdictions, he was remanded to Bucks County Jail with a court hearing date set for September 23.

Reinhart has no attorney of record listed as of publication time.
