A Fairless Hills man in his early 30s is facing felony child pornography charges after a year-long investigation that began with a CyberTip from an online child advocacy organization.
Falls Township Detective R. MacPherson was assigned on April 22, 2024 to investigate a CyberTip received on February 29, 2024 by the National Center for Missing & Exploited Children (NCMEC) .
On or about February 23, 2024, Snapchat reported a CyberTip that stated an apparent child sexual abuse material (CSAM) had been saved, shared, and/or uploaded. According to Det. MacPherson’s findings, the child sexual abuse material (CSAM) consisted of a 14 second video file depicting a topless 8-11 year-old female performing oral sex on an adult male. The user was identified through Snapchat as someone who saved, shared, or uploaded the file under the screen name ‘rhyno_rampage’, the probable cause alleges.
According to the investigation, rhyno_rampage used two different IP addresses and two different locations in Falls Twp while using Snapchat during the alleged CSAM access period. The IP addresses were provided by Verizon and T-Mobile, respectively, and both companies were served with subpoenas. Verizon was registered to a friend of the suspect, later identified as Donovan McMullen, at Lakeview Terrace Apartments.The T-Mobile IP address was registered to a Levittown family member at 9101 New Falls Road. According to the Mobile Data Terminal (MDT), McMullen lived at 473 Stockham Avenue in Morrisville Borough.
Det. MacPherson sent a preservation request to Snapchat on Tuesday, April 23, 2024. A search warrant was prepared for the user’s account and signed by Judge Liller of the Court of Common Pleas on June 3, 2024. The search warrant was executed on June 4, 2024, court records show.
Snapchat responded to Det. MacPherson regarding the account content and rhyno_rampage information. Upon reviewing the records, Detective MacPherson discovered that CyberTip’s video was included. Additionally, there were multiple images of McMullen. One image and one video were found dated February 13, 2024 resembling Lakeview Terrace Complex and confirmed on June 28, 2024, when Det. MacPherson drove to Lakeview Terrace Apartments and saw that the landscape and the image matched.. One of the discovered IP addresses is located there. Additionally, a video showed an adult male wearing a condom having sexual relations with a petite female lying face down on a bed, the criminal complaint alleges.
In addition, Snapchat provided pricing information for a conversation between rhyno_rampage and directedbysoph on February 27 2024. A second conversation between rhyno_rampage and alyx5553 was also provided by Snapchat. The sexual conversation included graphic details, as well as a picture of McMullen’s alleged younger sister and a male’s erect penis. The video previously mentioned depicts an adult male having sex with a petite-stature female, sent by Rhyno_rampage to alyx5553. Alyx5553 received another image of a female with curly hair. Rhyno_rampage sent phm the video in the CyberTip, court records show.
Det. MacPherson talked with a neighbor who stepped outside when he was monitoring possible McMullen locations on July 29, 2024. McMullen no longer lived in the area, according to the neighbor. Det. MacPherson then went to McMullen’s mother’s address at 620 Hidden Forest Court in Fairless Hills. He spoke to management and a maintenance worker. It was reported that neither had seen McMullen and that he did not reside with his mother, the probable cause alleges.
On April 10, 2025, the investigation was assigned to another detective.
Days later investigators went to Lakeview Terrace Apts. to speak to McMullen’s friend who had moved to a different apartment in the same complex and upon receiving no answer at the new apartment left his contact information. The friend called Vella and a meeting was set up to talk about McMullen. McMullen then called from a number that did not belong to him or his friend. He left a voicemail and informed the detective that he could be reached at his own number, said police in court records
On April 21, 2025, investigators were informed McMullen and his mother were in Falls Twp. Police Department Headquarters looking to speak with detectives. A records clerk took their phone numbers, and informed them that they were not available at this time. McMullen and his mother gave their phone numbers and McMullen’s number matched the investigation listed number.
On April 22, 2025, Judge Kronnagel signed a search warrant for McMullen’s person to search for electronic devices, as well as a warrant to download any electronic devices seized from his person. Detectives then called McMullen who said he would meet at 3 p.m. He asked if his mother and aunt could come to the interview with him which was approved. McMullen called back, and asked if he could come at 5 p.m. instead. De ectives agreed to the time change, according to court records.
McMullen, his mother and aunt arrived on time. Being told they were not under arrest, all three agreed to talk to the detective. In answer to the detective’s questions, McMullen stated he lived at 620 Hidden Forest Court in Fairless Hills.
McMullen admitted he had a Snapchat account and Snapchat deactivated it approximately one year ago. During questioning, McMullen said he did not remember his vanity name for Snapchat but Det. Vella wanted to know if it could be the same as his X account, rhyno_rampage, to which McMullen said yes. Asked why his Snapchat account was deactivated, McMullen confessed it was because of child pornography. Detectives then asked him to describe the video he sent. McMullen described the video provided by Internet Crimes Against Children (ICAC) and NCMEC, court records show.
Не admitted to possessing and disseminating child pornography and attempting to purchase child pornography when he was read the Snapchat text conversation. He said that he had never paid for child pornography. McMullen was then asked about his text conversation involving the video. He answered that he was not the male in the video and did not know who the male or female were in the video. He also stated that he did not have a sister, and the message about sexual intercourse with his sister was just a fantasy. McMullen reported that he had never touched a minor.
Investigators informed McMullen they had a search warrant for his person for any and all electronic devices. McMullen provided police with his cell phone and password. The cell phone was a Google Pixel 8 in a black case. McMullen also informed the detectives that his cell phone had more child pornography. The detective executed a search warrant and searched his person. He did not find any more electronic devices or items of evidentiary value listed in the search warrant. Det. Vella then executed the second search warrant by placing the cell phone in airplane mode to be downloaded later.
On April 24, 2025, the cell phone was given to Bucks County Detectives for downloading.
On April 25, 2025, numerous child pornographic images and videos were found on the phone. Some of the items were found in the Google Photos account attached to McMullen’s email. The files are dated May 3, 2024, to March 9, 2025.
McMullen was taken into custody and arraigned by Judge John T Galloway on May 6. He was charged with felony counts of dissemination of photos/films of child sex acts, child pornography and criminal use of communications. He currently has no attorney of record, according to online court record and is scheduled to answer to the charges on July 2. He is currently a guest at Bucks County Correctional on 10 percent of $100,000.00 bail.
