NJ Man Charged for Exposing Himself, Retail Theft at Levittown Walmart

A Newark, New Jersey man is in Bucks County Prison after Tullytown Borough Police arrested him on a strange but all too real set of charges that this reporter can’t ever recall seeing before.

Isaiah T. Clyburn, 27, was arraigned April 2 by District Judge Terrence Hughes on misdemeanor indecent exposure, disorderly conduct, retail theft and related summary offenses. Clyburn allegedly committed the crimes over two days.

According to the criminal complaint, Tullytown Borough Police were contacted by a third-party employee in the Walmart Superstore at the Levittown Town Shopping Center on March 31 at 2:55 p.m. in regards to inappropriate sexual acts. Police spoke to the person who explained she was stationed in the selling of prepaid cell phones

The complainant told police that while she helped Clyburn set up his new phone, Clyburn kept laughing and telling her to look, however, she was preoccupied with completing the phone sale.

The in-store customer rep told police Clyburn told her to look and said it multiple times. She finally looked up and Clyburn exposed himself and did it two more times making her feel uneasy, police said in court records.

The officer was contacted for a follow-up at Walmart regarding the alleged indecent exposure incident. A Walmart Asset Protection (AP) employee and the officer reviewed footage of the incident. Walmart had a camera directly over the incident. Footage shows the cell phone rep selling Clyburn a cellphone. While selling him the phone Clyburn is visibly laughing and pulling his pants down multiple times showing his boxers and adjusting/touching himself, then exposing his penis to her and afterwards pulling his pants up.

“Clyburn repeats the cycle of showing his boxers and adjusting/touching himself and eventually exposing himself again to her,” police said in the probable cause.

The Tullytown Police officer met with AP again after being dispatched for a retail theft in progress on April 1, 2026.

The Asset Protection employee said Clyburn was selecting merchandise around the store and concealing it on his person and into his bookbag after ripping off the tags that you would use to scan the merchandise to pay. Police contacted Clyburn and detained him. Clyburn was brought back into the Asset Protection office where he admitted to concealing merchandise in his book bag.

Clyburn, police said in court records, was advised and understood that he was “trespassed” from the property and would not be allowed in any Walmart, anywhere from that day forward.

At this time, the AP person returned with receipts with the unpaid dollar amount of $97.87, making the retail theft charge a summary offense.

The next day, April 2, 2026, police were dispatched to the location for a known subject, identified as Clyburn, on the store’s property. Clyburn was seen on video walking around the store after he was advised the day prior that he wasn’t permitted into the store anymore and was formally trespassed.

Later in the day, Clyburn was taken into custody on all the above charges and processed at Bristol Township Police Headquarters. He was remanded to Bucks County Jail in lieu of 10 percent of $50,000.00. He is due back in court on April 14 to answer to said charges.
