Bensalem Police are investigating a disturbing case of alleged child abuse involving a home health nurse.
Bensalem Police received a ChildLine report regarding possible abuse at a residence on Locust Avenue. The report indicated that a medically fragile child, who receives in-home care from a nursing service, may have been harmed by a caregiver.
According to the investigation, the child’s mother reviewed surveillance video from inside the home and observed the assigned night nurse, identified as Cindy Dresser, physically abusing the child. The child was transported to the Children’s Hospital of Philadelphia (CHOP) for evaluation and treatment.
Bensalem Detectives obtained and reviewed multiple video recordings, which further captured the abuse. Detectives observed Dresser throwing the child within the crib, striking the child, and sleeping during her shift. In one particularly concerning incident, Dresser removed the child’s tracheostomy tube and failed to promptly reinsert it, causing the child to struggle to breathe.
As a result of the investigation, Bensalem Police obtained an arrest warrant charging Cindy Dresser with Endangering the Welfare of a Child -a Felony.
Dresser was entered into the National Crime Information Center (NCIC) database on March 25, 2026. Later that same day, officers from the Warwick Township Police Department had contact with Dresser and arrested her on the Bensalem warrant. She was subsequently turned over to Bensalem Police. Dresser was arraigned by Magisterial District Judge Kevin Wagner and remanded to the Bucks County Correctional Facility after bail was set at $2,000,000 (10%). This remains an active investigation.
