A man accused of failing to report an address change as part of his sex offender status to police was taken into custody by Atlantic City authorities Wednesday.
Neil E. Rosenthal, now 51, who was charged last January with failure to verify address/be photographed. He was released on unsecured bail, according to court records shortly after his arrest. On June 7 he missed a case conference scheduled to take place at the Court of Common Pleas. President Judge Wallace H. Bateman Jr. revoked his unsecured bail and issued a bench warrant for his arrest, court papers show.
According to the Bucks County Sheriff’s office, who issued Wednesday’ release, said Rosenthal had a second warrant issued for his arrest is the result of a case Pennsylvania State Police Gaming Enforcement on 15 felony counts of theft and unauthorized use of a credit/debit card and related offenses in June of 2022.
He was convicted of attempted rape and attempted sexual assault in Philadelphia in 2013, court records show. As part of his sentencing, he was ordered to register with the Pennsylvania sex offender program, according to court records Rosenthal signed the State Police sexual offender registration Megan’s Law form in 2022 acknowledging he “read and understood” the requirements of his registration.
The commonwealth requirements say tha offenders who are registered for an offense that occurred before December 20, of 2012 must notify the State Police within three business days of any change in residence, including starting to live in a home, adding an additional address, moving out of a previously registered residence, or becoming transient/ homeless, the law shows.
According to Falls Twp Police, last November public safety officials performed a compliance check on Rosenthal at his registered residence in Fairless Hills and had failed to register a change of residence with state authorities, court records show.
As of Thursday morning, Rosenthal had yet to be processed by Bucks County authorities, according to online court records.
