Morrisville Man Charged for Viewing Child Porn from Home and Friend’s Place

Original Story 

A tip sent to Bucks County authorities originating from a social media app has led to the arrest of a Falls Township man on a child pornography charge.

Brandon J. Coffman, 21 of the Morrisville section of the township, was charged with one count of dissemination photo of film of child sex acts.

The investigation was launched just over two years ago in September of 2022 after the National Missing & Exploited Children (NCMEC) received a tip of a child pornography file. Snapchat reported a 44 second video of female approximately 15-18 years old, wearing glasses performing oral sex on a prepubescent male and during the act, the female asked if it “tickles”.

On October 11, 2022, Bucks County Detectives sent a preservation request to Snapchat followed by an administrative subpoena. Snapchat complied with the subpoena and provided Bucks County authorities with the requested records. Investigators served an administrative subpoena to Verizon, who complied with the subpoena, and provided the requested records associated with  IP Address for the location of the video viewed in Fairless Hills.  Snapchat provided account holder details, identifying Coffman.

In November, 2023, a reverse phone search in JNET for the Snapchat phone number showed it belonged to Coffman of 3007 Chandler Dr, Morrisville. Detectives verified Coffman’s identity and other particulars using the TLO system which confirmed the JNET findings, court record show.

On August 13, 2024, a detective spoke with a Fairless Hills man who said his nephew and son were acquaintances/friends with Coffman. According to the son, Coffman was at their residence a long time ago, but unsure when he was there. The son last saw Coffman a few weeks prior.

Coffman showed up at police headquarters looking to speak with investigators on August 14. The lead detective informed Ofc. Matkowski to get a call back phone number for Coffman. He provided Ofc. Matkowski with the phone number, 267-987-0431. This was the same phone number as on the suspect’s Snapchat account, said police in court records.

Coffman agreed to speak with investigators last August.  Brandon followed the detective to the interview where the investigator explained to him that the interview room is recorded by both audio and video. Coffman honestly answered biographical questions posed by police and confirmed social media information gathered by police.  Coffman admitted he had received and viewed the child pornographic video found by NCMEC. He informed police  that he viewed a number of child pornographic videos/photographs at that time in 2022, and then stopped because he did not want to be associated with that type of material. He voluntarily consented to me to download and search his cell phone. He also signed a consent form to download the phone.

Coffman’s cell phone was taken to the Federal Bureau of Investigations (FBI) Regional Computer Forensics Lab (RCFL) to be downloaded.

On September 6, 2024, I received Brandon’s cell phone, a thumb drive of the download of the cell phone, and a report from the forensics lab. The report showed a matching image from a database of suspected child pornography and child exploitation files was located, which was tagged (bookmarked) for review. The image showed a female bent over, exposing herself to the camera. The size of the female appeared to be that of a child, especially in comparison to the size of the hands that spread the cheeks of the buttocks, covered most of the buttocks, and pulled open the anus. Other pornographic images were also located on the phone.

Coffman spent about three days in jail and was released subsequent to posting $5,000.00 so he could be released. He is scheduled to appear in court on November 26 to answer to the charge.
