Nearby: Philly Man Charged for Assaulting Teen at Mental Health Facility



A disturbing story coming out of a mental health treatment center for juveniles came to light Monday with a Philadelphia man accused of assaulting a patient at Foundations Behavioral Health (FBH).
Jophany K. Raphael, of 25, Philadelphia, was arrested on one count of neglect of care, one count of abuse of care, one count of simple assault and summary offense after an investigation into the assault of a patient at FBH n June 2022.
According to a press release from the Central Bucks Regional Police Department, the 18 year- old victim is non-verbal, and diagnosed with multiple medical disorders related to his mental health issues.
During the incident, staff members witnessed Raphael block the victim from leaving the room, pushed the victim to the ground, and kick the victim in the head, chest and stomach while on the floor, according to the criminal filing.
Raphael was taken into custody, arraigned, bail set at $250,000 unsecured, with conditions, and released.




He is scheduled to appear before Magisterial District Judge Regina Armitage on September 27 for a preliminary hearing.
Foundations Behavioral Health provides behavioral health treatment and academic services to children, adolescents, and young adults and has been doing so for decades.
