Morrisville Borough Council as its currently constituted at Tuesday night’s approved its 2026 fiscal plan and received updates on infrastructure projects expected to be voted on next year.
The 2026 spending plan has an overall budget decrease of 10.5 mills. This represents a 21% decrease in real estate tax millage for taxpayers. The decrease is possible to implement, and is due in part to investment earnings increases, Interim Manager Jim Dillon said recently.
“In 2023, the general fund investment earnings under your prior full-time manager was $3,100. In 2024, under your interim part-time manager, the general fund interest earnings rose to $122,000. It is anticipated that the general fund interest earnings in 2025 will surpass $220,000,” Dillon said.
Overall the 2026 spending plan comes in a shade over at $8.244 million. The 2025 budget that Dillon also devised came in slightly over $6.276 million.
Chief of Police Ciampa’s salary will increase from $142,800 to $144,800 in 2026. This is part of a yearly COLA adjustment part of his borough contract.
The Police Department budget is projected to be slightly more than $2.301 million in 2026 a nominal increase from 2025.
In other Council related news, Borough engineer Jacob Rigg from Gilmore and Associates said bids for the 2026 paving program and the Manor Park/Morrisville Senior Center will be requested before the end of this month.
Rigg said the road work scheduled will cover streets in Wards three and four. He noted there are some roads exempt due to conflicts with PECO and the Morrisville Municipal Authority.
The Manor Park Senior Center project, Rigg said, is in the final plan stages, with bid documents being prepared with Bucks County, since funding for the project is coming from the county.
Rigg said efforts to repave and expand the Patriots Park parking lot are also moving forward.
Bids for all three projects, the borough engineer said, will be on the February 2026 meeting agenda for council to vote on.
Dillon noted that the cost for the 2025 road paving program came in under budget by $225,000.00 and those funds could be used towards paying off a bond debt or the 2026 road paving plan.
“It’s a nice piece of change and I congratulate everyone that, helped that get that accomplished,” he said.
